That inconspicuous letter is the enforcement linchpin of the state’s revamped method of paying for its park system — the mark of honor that distinguishes paying customers from cheating freeloaders.
Last Oct. 1, the state began selling "recreation passports," a license-plate-based system that took the place of annual and day park passes. For an extra 10 bucks on top of their usual vehicle-license fee ($5 for motorcycles), motorists get a year's access to all 98 state parks and recreation areas plus boat launches.
Under the old system, Michigan residents visiting state parks were charged $6 for a day visit or $24 for an annual pass that came in the form of a windshield sticker. Day passes have been eliminated.

Seeing the P is the only way for park rangers to tell if you’ve bought the passport.
They won’t do it at park entry booths, which might not even be staffed in another year or two. The plan is for park rangers to patrol parking lots on foot, bending and peering to see the P and leaving envelopes on the windshields of vehicles that don’t have it.
It may sound like a monumental task for rangers — at least on a busy summer beach weekend at, say, Grand Haven State Park, with many hundreds of visitors a day — but that’s the plan.
More money for parks
The state’s main goal in switching to the recreation passport system is to raise more money for park operations and maintenance.
Under the old system, entrance and camping fees paid almost the entire tab: Payments from the state’s general fund ended in 2004. That wasn’t enough for more than basic operations. The result was a growing backlog of repairs and improvements, now more than $300 million worth.
The Legislature approved the new plan in 2009, basing it on a model used successfully in Montana. It took effect last October, when the state’s 2011 fiscal year began.
So far, it seems to be working — not spectacularly, but gradually.
According to Ron Olson, chief of the Department of Natural Resources Recreation Division, it takes participation by 17 percent of vehicle owners to generate as much money as the old entry-fee system.
The new system reached that threshold in the first month, and participation has been growing gradually since. It exceeded 20 percent in December. State officials hope to reach a participation rate of 25 to 26 percent this year, Olson said.
Through Dec. 31, 318,035 passports were sold to residents renewing their license plates; 6,938 to residents renewing motorcycle plates; and 6,590 at state parks and recreation areas.
Non-residents still must buy a non-resident passport, which costs $29 for an annual permit or $8 for a daily pass.
How it works
How does it work for park-goers?
Motorists who have the "P" on their plates don't have to stop at a state park's entry booth. Signs direct everyone else to stop and buy a windshield sticker at the booth.
The park-purchased sticker also costs $10 this year, but that will rise to $15 next year and $20 in 2013. That's because the state wants to encourage Michigan drivers to get their "passports" when they renew their vehicle registration.
Some have wondered: What's the incentive to buy the passport, or to stop at a park's entry booth if you haven't? Obviously park rangers at the booth can't see if you have the P on the back of your car. Isn't it easy to just cheat?
That's where the parking-lot patrolling comes in, according to Olson. "You'll in effect get caught when you're in the parking lot because you obviously won't have the P or the little sticker in your window," he said.
"The goal here is to make it more efficient and customer-friendly, but on the other hand we want enforcement, we want accountability," Olson said. "When someone tries to sneak in, it's not fair to those who did pay."
The plan is to have rangers leave an envelope on the windshield of violators, with initially a warning and instructions on how to buy a park pass, either at the park office or by mailing in payment. Ultimately, the new law gives the DNR authority to fine violators up to $100.
"We'll try to get cooperation before we start fining people right off the bat," Olson said. "We want people to be happy and understand (the new policy)."
You say it's your birthday
In the long run, DNR officials hope to eliminate manned booths at park entrances, reallocating staff to other tasks in the park. Out-of-state visitors and others without the license-plate P will still be able to buy sticker passes at park headquarters.
The "P" system was developed cooperatively by the DNR director, the Michigan secretary of state and the state police commander, Olson said. It's cheaper for the state than printing window stickers, and eliminates the possibility that vehicle-owners might get confused and slap a park sticker over their car registration sticker, he said.
Drivers renewing their vehicle registrations are given the option of checking either "yes" or "no" to the $10 recreation passport. That's different from the Montana model, which is an "opt-out" system, meaning motorists are automatically charged the fee unless they take the initiative of opting out.
Michigan's new annual recreation passports, like vehicle registrations, are based on your birthday — not on the calendar year. So a Michiganian born, say, in August will buy a passport that month, good until August 2012.
Until your next birthday, if that's before Oct. 1, you can get in Michigan state parks free in this transition year.
But that's not true if your latest birthday fell since last Oct. 1, the date the new law took effect. If that's your situation, and if you didn't already get a passport with your latest vehicle registration, you'll have to buy a 2011 park sticker that will be good until your next birthday.
